I try everything , but its still missing when i open ingame admin panel
(yeah i have installed the runtimes…)

have you tried installing this? http://www.microsoft.com/en-us/download/details.aspx?id=5721
what version of windows are you running? have you searched for mscomct32.ocx to see if its even on your computer? if it is have you tried manually registering it?
